Do you have the exact quote? That doesn't sound right.

He might mean that when IPO mania is occurring (as it has until recently), too many low-quality companies are able to go public; but when investors aren't so bullish on the prospects of new IPOs, it's tougher to go public, and only the high-quality ones make it through the pipeline. If this is what he's saying, then I agree with him.

According to Cramer, the dearth of IPOs set to go over the next few weeks signals the end of the IPO craze and results in a bull market situation. Anyone know the logic behind this?

This is a dangerous trend, lawyers taking major investments in the companies they advise.
"But IPO-mania has some critics worrying that law practice is increasingly being dictated by investment strategies. Those critics fear that the lure of becoming a '.com' millionaire may impair lawyers' professional judgment, placing them at risk of increased liability claims."

I'm sure there are many conflict of interest issues.

Yes, this company looks interesting. I'm sure Investorville will create a board for discussion of Sina.com as the IPO approaches. The best place for info on this company is their site, especially http://www.sina.com/news/index.html If China.com ($3.5 billion market cap) is any indication, Sina.com's IPO should be big.
